Restrictions will be in effect as of 12:01 am January 5, 2022 until at least January 26, 2022

Effective January 5th the Libro Centre will be closed to the public until at least January 26th to comply with new provincial restrictions aimed at slowing the spread of the Omicron variant.
  • All Recreation Programs have been ceased until at least January 26th
  • The Libro Centre is closed to the public, except by appointment for Town business. This includes the Walking Track.
  • All facilities are closed to the general public. Town business will be conducted by appointment only.
  • Residents are encouraged to make all payments online or through the Town’s secure drop box (no cash) located on the outside of the building at Town Hall
  • All Council Meetings will be held virtually until at least January 26th. Residents can continue to tune into public meetings through livestream: Delegations will also be virtual.

Effective Tuesday, January 4, 2022 - Anyone entering the Libro Centre that requires proof of vaccination, must produce the enhanced vaccine certificate with QR code provided by the Ontario government and proof of I.D. Any receipt, either on paper or by screenshot, without a QR code WILL NOT be accepted. 

The QR code can be used digitally or by printing a paper copy. Individuals can download their enhanced certificate with QR code by visiting Additionally, individuals can visit their local library or can call the Provincial Vaccine Contact Centre at 1-833-943-3900 to have their vaccine certificate mailed to them. They can also visit a Service Ontario Centre to receive a printed copy. If an individual received one or more doses of the COVID-19 vaccine out of province, they can contact their local public health unit to record their information and receive proper documentation.

Effective Monday, January 10, 2022 - Physician notes will no longer be accepted - new enhanced COVID-19 vaccine certificates will be provided for those with eligible exemptions

Ontario has begun a new process to provide an enhanced COVID-19 vaccine certificate with QR code for individuals who have an eligible medical exemption or are participating in an active, Health Canada Approved COVID-19 vaccine clinical trial. Those who apply under these exemptions can visit for details on how to obtain the enhanced COVID-19 vaccine certificate with QR code.


Identification documents can be one of the following (photo ID is not required): Birth Certificate, Citizenship Card, Driver’s License, Government (Ontario or other) issued identification card including health card, Indian Status Card /Indigenous Membership Card, Passport, and/or Permanent Resident Card.

In instances where the age of a youth is not immediately confirmed, identification may be requested to determine eligibility for exemption from vaccine requirements.

Both the vaccination certificate with QR code and proof of identity will need to be shown each time upon entering the building. 

Please note that the process of reviewing documents at the entrances may cause some wait time to get into the complex.


The Ontario Government announced that as of Wednesday September 22nd, ALL visitors aged 12 years or older to indoor recreation facilities, such as the Libro Centre, will be required to show proof of full COVID-19 vaccination to enter the building. FULL vaccination is achieved by receiving 2 doses of COVID-19 vaccine approved by Health Canada with the last dose being administered at least 14 days prior to entering the facility.

The Province of Ontario released regulations and a guidance document with additional information with respect to being fully vaccinated to enter higher-risk indoor public spaces.  

On September 27, 2021, the Windsor Essex County Health Unit issued a Letter of Instruction to all owners, operators and persons responsible for facilities used for sports and recreational fitness activities in the region of Windsor-Essex, served by the Windsor-Essex County Health Unit. This includes Libro Credit Union Centre. A Letter of Instruction issued by a local health unit must be followed.

Under this letter, as of Friday, October 1, each person, aged 12 years and older who attends the indoor area of a recreation complex must provide identification and proof of being fully vaccinated against COVID-19 or a valid medical exemption.

 This includes any person who is:

- participating in organized sports, and/or
- coaching, officiating at organized sports or volunteering, and/or
- spectating at organized sports.

Both the vaccination certificate with QR code and proof of identity will need to be shown each time upon entering the building. Please note that the process of reviewing documents at the entrances may cause some wait time to get into the Libro Centre.

 The Letter of Instruction also indicates that all pre and post-game or practice activities and gathering time should be kept to a minimum. Participants will only be allowed to enter the facility 30 minutes prior to the start of their rental agreement and are required to leave within 20 minutes after their rental agreement has ended. The current capacity limit for all rental agreements within the Libro Centre is 10 people. Masks must be worn at all times. We appreciate your cooperation as we continue to follow the guidance of our medical health officials to keep our staff and patrons safe.

  •  Visitors who are coming to the Libro Centre for government business PLEASE REMEMBER ACCESS IS STILL BY APPOINTMENT ONLY.

  • Patrons who provide a written document, completed and supplied by a physician or by a registered nurse stating that the individual is exempt for a medical reason from being fully vaccinated against COVID-19 and the effective time period for the medical reason.

NOTE:  Provincial and national sport governing bodies are permitted to add additional restrictions to their respective safety plans for their member associations and that will be relayed 


Masks must be worn at all times when in the building and can only be removed when participating in a sport or fitness activity.
