Now Hiring: By-law Enforcement Officer

The Town of Amherstburg is currently recruiting for a Full-Time By-Law Enforcement Officer.

NATURE OF WORK: Reporting to the Manager, Licensing and Enforcement, the By-law Enforcement Officer follows established methods for provision of services from Town departments, and assists in the creation of new methods and procedures to better service the needs of the Town where required. Required to collect and analyze information and select the appropriate statute and course of action.

Responsibilities

SPECIFIC RESPONSIBILITIES:

  • Responds to complaints pertaining to zoning, By-law and community standards issues to ensure conformance with various By-laws
  • Provides  the  public  and  other  interested  parties  all  necessary  information  and assistance relating to Town By-laws.  Responds to inquiries and provides dispute resolution  between  property  owners  or  landlords  and  tenants. Interprets Municipal By-laws to determine non-compliance
  • Prepares  Offence  Notices  and  Orders  to  Comply,  and  follows  up  on  compliance issues. Initiates prosecution under the procedures set out in Provincial Offences Act, swears information, and serves summonses. Attends Provincial Offences Court and gives evidence based on investigation
  • Issues and serves Notices of Violation, Orders to Remedy Non-conformities, including Emergency Orders, register Order on Title and authorize the release of Orders on Title
  • Maintains accurate records of facts on all investigations in detail to support prosecution. Gathers information through investigation by identifying contraventions  of  Town    By-laws,  negotiating  compliance  by  providing relevant information on By-laws
  • Acts as Municipal Property Standards Officer
  • Provides enforcement of Traffic Regulation By-law by issuing certificates of parking infractions, maintains updated records
  • Travels  throughout  the  municipality  to  monitor  and  ensure  compliance  with  By- law  offences  to  deal  with  unknown  hazards  of  travel, unsafe site conditions, confrontational property owners and contacting police or emergency personnel when required
  • Coordinates investigations with other government agencies where applicable
  • Meet and correspond with residents and representatives from the community concerning community standards issues
  • Performs other duties as may be assigned including weekend and evening shifts under an altered work schedule

Qualifications

EDUCATION AND QUALIFICATIONS:

  • 2 year college diploma in law or a related field with one year experience in applying and enforcing laws and/or provincial or federal statutes or Ontario Secondary School Diploma with a minimum of 5 years experience in applying and enforcing laws and/or provincial or federal statutes, using judgment, dealing with the public and providing evidence in court
  • Must obtain Property Standards Certification within a reasonable time of hire and then maintain membership in good standing with the Ontario Association of Property Standards Officers
  • Successful completion of Municipal Law Enforcement Officers’ Association’s basic training course is an asset
  • Must have a valid class “G” driver’s license with a clean driving record

Work Conditions

POSITION PARTICULARS AND WORKING CONDITIONS:

  • The regular work week is 37.5 hours per week, consisting of 7.5 hours daily, Sunday through Saturday inclusive.
  • May be assigned split shifts where required
  • This union position has an hourly rate as described in the current Collective Agreement
  • Work requires walking over uneven terrain, climbing ladders and crawling, preparing reports and citations on a computer.

The 2025 wage rate for this position is $35.11/hr.
