Now Hiring: Manager, Environmental Services

The Corporation of the Town of Amherstburg is recruiting for a Manager, Environmental Services. 

Reporting to the Director of Infrastructure Services, the Manager of Environmental Services will be responsible for the day-to-day management, supervision and evaluation of the water distribution and wastewater collection systems, for the management of the contracted service for the operations of the water/wastewater treatment facilities as well as the management of the contracted service for sanitation services for the Town of Amherstburg.

Responsibilities

  • Manages the municipality’s water distribution system which includes watermains, fire hydrants, water valves, service connections and water meters;
  • Manages the municipality’s wastewater collection system which includes sanitary sewers, sanitary manholes, sanitary cleanouts and sanitary service connections;
  • Manages the contracted service for the operations of the water/wastewater treatment facilities;
  • Administers contracts for sanitation services, including garbage collection and yard waste collection;
  • Manages all water distribution and wastewater collection operators;
  • Responsible as the DWQMS QMS Representative and is the lead for external and internal audits, management reviews, as well as communication with the Director, Mayor and Council;
  • Provides and/or obtains resources for the DWQMS and necessary infrastructure and resources to operate and maintain the drinking water system safely and efficiently; 
  • Ensures DWQMS is operated in accordance with applicable legislation and regulations;
  • Leads during Ministry of the Environmental inspections related to the drinking water distribution system. Reviews reports of non-compliance, creates and implements action plans to ensure non-compliance are resolved;
  • Manages the training and compliance requirements for water and wastewater licensed operators to ensure that all legislative requirements are met;
  • Assists Essex Power to facilitate water billings and collection of overdue/delinquent accounts; Provides backup to the Overall Responsible Operator (ORO) for the Amherstburg Water Distribution System when the Supervisor of Environmental Services is unable to perform such duties;
  • Acts as back to Supervisor for after hours calls and be the primary contact when the Supervisor is unavailable;
  • Assists in setting of water/wastewater rates and all associated fees;
  • Prepares annual water and wastewater budgets (operational and capital);
  • Prepares project estimates to be included in annual water and wastewater budgets and monitor expenditures;
  • Provides technical expertise and coordinates with other Town Managers on operating issues, new development, and capital projects;
  • Provides advice to residents, business associates, and community groups;
  • Reports to Council on various water and wastewater matters and attends Council meetings as necessary;
  • Attends public meetings, as required;
  • Serves as acting Director, Infrastructure Services, acting Manager, Roads and Fleet, acting Manager, Engineering as necessary;
  • Understands and adhere to the Occupational Health & Safety Act and Town Health and Safety policies and procedures; and
  • Performs other duties as assigned.

Qualifications

  • University degree or College diploma in Civil Engineering or equivalent education;
  • Must have a Class 2 Water Distribution and Class 1 Wastewater Collection Operators License; and
  • Must be in good standing with OACETT or other required professional accreditation.
  • Knowledge of related legislation such as the Occupational Health & Safety Act, Ministry of the Environment regulations and other applicable legislation; demonstrated judgment and ability to critically assess options within the context of applicable legislation and Town policies to guide decisions; and
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, teamwork, initiative/self-management, accountability, flexibility and adaptability. General knowledge of Municipal legislation and general business practices and protocol.
  • Excellent interpersonal, organizational, analytical, communication, planning, presentation, problem solving, staff leadership and supervisory skills;
  • Ability to deal effectively with all levels of staff and elected officials, developers, consultants, contractors, government agencies and the public;
  • Excellent skills in the design, supervision and contract management of municipal infrastructure;
  • Excellent analytical skills showing good, judgment sound problem solving and conflict resolution abilities;
  • Demonstrated organization skills to meet strict and time sensitive deadlines.
  • Excellent time management skills; and
  • Proficiency utilizing MS Office software applications and adaptability to program specific software, civil engineering design software (AutoCAD), and is familiar with storm, water and sanitary modeling software.
  • Valid Ontario Class ‘G’ driver’s licence and reliable vehicle for use on corporate business. Must possess a good driving record.

Work Experience

Five (5)-Eight (8) years’ experience in municipal government with experience in water and wastewater or an equivalent management position with other levels of government, corporate or non-profit sector.

Work Conditions

Work is conducted in an office and outdoor environment. Hours of work are 37.5 per week, Monday through Friday, with evening and off-site meetings as required. Attendance at Council meetings may be required. Occasional lifting up to 10 kg.

The 2026 salary range for this position is $115,917 to $144,896
