Now Hiring: Procurement Specialist

The Corporation of the Town of Amherstburg is recruiting for the permanent, full-time vacancy of Procurement Specialist.
Reporting to the Manager, Purchasing, Capital and Grants, the Procurement Specialist provides support to all Corporate departments through coordination and facilitation of the procurement process in accordance with applicable regulations, legislation, industry best practices and the Municipality’s procurement policy. This position will ensure an open, fair transparent and competitive process to procure goods and services in a compliant, timely and cost-effective manner, while establishing and maintaining relationships with stakeholders including vendors, suppliers and staff. This position also assists with Town’s multi-year capital budget, monitoring capital project expenditures, variance analysis, assists with asset management, and related software implementations.
Responsibilities
- Coordinates the procurement processes including the most appropriate method of soliciting bids; ·
- In collaboration with authorized persons, facilitates and manages the competitive procurement process in an open, fair and transparent manner including: preparation and administration of Requests for Quotations (RFQ), Requests for Proposals (RFP), Requests for Tenders (RFT) and Request for Pre-Qualification (RFPQ), and Expressions of Interest (EOI);
- Ensures procurement requests have been properly approved/authorized, monitors and reports on compliance with procurement policies and procedures;
- Administers and coordinates the complete bid process including issuance of requests and receipt of all bids, questions, addendum preparation, evaluation, award, purchase orders, contracts, records management and posting of documents to internal and external websites;
- Liases with internal departments and external contractors throughout the life of the project;
- Maintains and manages accurate records and documentation on all solicitations, contracts, correspondence and related follow-up;
- Performs on-going reviews and updates of the procurement policy and procedures to ensure compatibility with current legislation and best practices in procurement, tendering, and contracting; · Identifies and assists in implementation of continuous improvement in procurement related processes and practices to enhance efficiency and effectiveness;
- Provides support to internal departments to fulfill their purchasing obligations, including identifying and prioritizing required procurements and researching market sources/solutions and potential suppliers;
- Administers the purchase order process;
- Trains staff on the purchasing system and procurement rules;
- Communicates and supports across-departments to ensure compliance with procurement policy and identifying potential areas of risk management for consultation and deliberation;
- Works with and develops relationships with internal departments and external organization;
- Maintains vendor/contractor rosters and coordinate vendor evaluations, including assisting authorized persons in managing supplier non-compliance or performance issues in accordance with approved policies;
- Coordinates with Senior Financial Analyst to maintain and update capital tracking files, analyzes capital expenditures on a regular basis to ensure capital expenditures are within budget, ensure compliant processes are followed for contract changes;
- Completes annual Broader Public Sector (BPS) energy report and assist with energy audit;
- Assists with multi-year capital budget, financial tracking and variance analysis, statistical reporting and reconciliations, as required;
- Assists with maintenance of asset inventory, asset management program, and related software implementations, as required;
- Provides and maintains a high degree of confidentiality and security of information;
- Understands and adhere to the Occupational Health and Safety Act and Town Health and Safety policies and procedures; and
- Performs other duties as assigned in accordance with department corporate objectives.
Qualifications
- Post-Secondary Diploma in Business or related field and
- Purchasing Certification (Certified Professional Public Buyer or Certified Public Purchasing Officer)
- Demonstrated proficiency using computer software and administrative systems [electronic procurement, records management, presentations, database management and MS Office Suite (Excel, Word, PowerPoint)];
- Demonstrated ability to read contracts, tender specifications, reports, conduct research, interpret and apply knowledge of market conditions to products;
- Demonstrated ability to interpret purchasing legislation and ensure compliance with the Town Procurement Policy and purchasing documents;
- Excellent time management and ability to multi-task, deliver excellent customer service, build collaborative working relationships with internal and external customers to align departmental programs/services with corporate goals/objectives;
- Strong communication (written, oral and interpersonal), analytical, report writing, problem-solving, public relations and organizational skills; and
- Ability to demonstrate tact and discretion in handling matters of confidential and politically sensitive nature and to maintain confidentiality.
Work Experience
- 3-5 years’ experience in a computerized accounting environment including purchasing/procurement experience, preferably in a public sector environment;
- Experience with the tendering process and requests for proposals and quotations;
- Experience preparing and/or delivering training and information sessions, preferred; and
- Hold and maintain a valid Class “G” driver’s license.

Work Conditions
Work is conducted in an office environment. Hours of work are 37.5 per week, Monday through Friday, with evening and off-site meetings as required. Occasional lifting up to 10 kg. The 2026 Salary rage for this position is $74,783 to $93,477
